摘要: The African debate about information technology in general, and OSNs particular, is a on identities arising out of processes mutual respect or disrespect, also from the social capabilities, natural environments, histories cultures peoples. It concerns questions such as: What are cultural historical conditions underlying this Africa? bad good practices Africa to date? How do mass media conjunction with other interactive digital influence political movements impact countries outside societies? And, last but not least, what ethical values at stake when people develop use OSNs? paper addresses some these questions. In first part, brief account presented. second part deals phenomenological perspective. outlook, role Network for Information Ethics (ANIE) newly created Center Excellence (ACEIE) University Pretoria, explained. Both important platforms building teaching research community issues Africa.
