Community-based health insurance programmes and the national health insurance scheme of Nigeria: challenges to uptake and integration

摘要: Nigeria has included a regulated community-based health insurance (CBHI) model within its National Health Insurance Scheme (NHIS). Uptake to date been disappointing, however. The aim of this study is review the present status CBHI in SSA general highlight issues that affect successful integration NHIS and more widely developing countries. A literature survey using PubMed EconLit was carried out identify studies report factors affecting implementation with focus on Nigeria. schemes variety designs have introduced across but generally disappointing results so far. Two exceptions are Ghana Rwanda, both which effective government control support coupled intensive programmes. Poor for repeatedly linked elsewhere failure engage account ‘real world’ needs beneficiaries, lack clear legislative regulatory frameworks, inadequate financial support, unrealistic enrolment requirements. Nigeria’s CBHI-type informal sectors set up under an appropriate framework, work needed eliminate regressive financing, involve scheme members setting management programmes, inform educate effectively, confidence schemes, address inequity provision. Targeted subsidies should also be considered. Disappointing uptake elements can addressed through closer formal programmes umbrella, increasing involvement beneficiaries design management, improved communication education, targeted assistance.
