摘要: Management by Objective (MBO), a traditional management approach, which has dominated transit philosophy, assesses each manager's performance for meeting certain specific objectives under direct control. MBO follows lines of communication and work arrangement, from the top to bottom with little or no attention customer. A new strategic is innovative more customer-driven, requires delegated, quality empowered decision-making structure. This deeply rooted in private sector practice, called Total Quality (TQM). article discusses concept principles TQM motivating factors adopt improving public transportation.
