摘要: Four main groups are considered in relation to the risk from flooding: engineers involved design of flood alleviation schemes, emergency planners, public, including both population at flooding and rest who will bear all or most cost allevaition schemes researchers, such as geographers economists concerned with hazards scheme appraisal.
