摘要: This paper examines how a Regional Fisheries Management Organization (RFMO) might successfully achieve effective control of high seas fishery in the context partial cooperation. We analyse feasible allocations property rights among members given RFMO and coalitions potential entrants. demonstrate that modified Shapley value is an appropriate device for division gains from both full cooperations.
