摘要: Safety Nets are defined as mechanisms that mitigate the effects of poverty and other risks on vulnerable households. Risks can be temporary or permanent, they also idiosyncratic, affecting specific households (such illness death a breadwinner), covariate, impacting communities countries (like drought shift in terms trade).
