摘要: Decentralized delivery of public services has been promoted as a means to enhance citizen voice and make service provision more responsive users. Ethiopia undertaken two rounds decentralization, making first the regional states then district governments responsible for providing key services. This paper explores whether decentralization improved quality satisfaction with provided, focusing on agricultural extension. Specifically, we examine are needs expressed demands poor farmers, including women farmers. We focus institutional arrangements through which extension provided how these contribute efficiency, effectiveness, equity in delivery. carried out qualitative research questions four districts different states. interviewed government officials, community leaders, representatives civil society organizations, group discussions men In all, 105 people.
