摘要: In the late 1960s, Canadian province of Quebec carried out a major reform its health and social service institutions. As consequence ideology dominating that period, placed great emphasis on citizen participation, establishing local community centers (centres locaux de services communautaires—CLSC) with boards directors composed principally residents districts served. This article examines possible changes brought about by granting formal power to institution consumers. Does this permit citizens exercise any real control over institutions?
