Starting as infancy, high quality affects a child’s ability succeed school, develop relationships, and master social competence. Elements of infant toddler include: small groups, staff-to-child ratios, primary caregiver, adherence health safety policies procedures, highly trained staff, well-planned interesting environments, cultural linguistic competence continuity.
