摘要: Abstract The desirability of imposing a set sliding effluent charges is investigated in stochastic multifirm model that explicitly includes not only emissions, but also positively valued product and the amount pollution removed from before it emitted. Drawing upon intuition developed literature comparative economics, urgued if cost variables are correlated across firms, then best control for each firm closely approximates quantity standard when many firms to be regulated. Other possibilities considered, slope suggested case.
