摘要: Multilevel governance is regarded as a promising approach to deal with the multidimensional nature of climate change adaptation. However, policy context in which it implemented very often complex and fragmented, characterised by interacting non-climate strategies. An understanding multilevel decision-making particularly important, if desired adaptation outcomes are be achieved. This paper examines how takes place system governance, Australia's Great Barrier Reef (GBR) region.
