摘要: The management of coastal and marine resources is a collective decision-making process involving sequence events, from generating information about the status resource, to problem recognition, identifying suitable responses problems. It usually involves multiple individuals with varying perceptions influences. Adaptive (or learning by doing) has been proposed as framework for in natural resource (NRM). requires information—through effective monitoring systems—for comparing objectives actual outcomes management. Management strategy evaluation (MSE) models adaptive evaluate trade-offs uncertainties different strategies. In this paper, we review literature understand attributes decision processes NRM coasts oceans, use key learnings combined knowledge past MSE applications consider how can address these attributes. identifies following categories affecting decisions: (1) governance structures, (2) power leadership, (3) psychological dimensions, (4) cognitive issues. We find that dealing it helps actors interact respond problems, which includes they deal pressures shortfalls support their actions. By addressing at both individual group levels, supports stakeholder engagement. This may also facilitate social development shared understanding challenges oceans.
