Design of operational management strategies for achieving fishery ecosystem objectives

摘要: Ecosystem objectives in fisheries management usually flow from high-level national policies or strategies and international agreements. Consequently they are often broadly stated hence difficult to incorporate directly plans. Predicting the results of any action is very uncertain because the dynamics ecosystems complex poorly understood. Methods design and evaluate operational have advanced considerably past decade. These management-strategy-evaluation (MSE) methods rely on simulation testing whole process using performance measures derived from operational objectives. The MSE approach involves selecting (operational) management objectives, specifying measures, alternative management strategies, evaluating these simulation. framework emphasizes the identification modelling uncertainties, propagates through their effects measures. outlined illustrated by three ecosystem-related applications: benthic habitats broad fish community composition; by-catch species high conservation value; foodchain interactions dependencies. Challenges be overcome before broader ecosystem-related can fully handled discussed briefly.
