Individual transferable effort quotas for Italian fisheries? A preliminary analysis

摘要: Abstract In the context of transferable fishing concessions, most well-known tool is probably individual quota, whereas case effort quotas (ITEs) much less often discussed. This study result a project realized in collaboration with Italian fishery associations objective evaluating, participatory framework, possible consequences introduction ITEs. A semi-quantitative survey was carried out over sample key stakeholders being experts bottom trawling fisheries Tyrrhenian and Adriatic Seas pelagic Sea. The results elaborations surveys were discussed validated by focus group composed delegates associations. Two aspects investigated: relationships between capacity (i.e. engine power gross tonnage), activity days hours), revenues, variable costs (e.g. fuel) suitability different proposals alternative approaches for participation allowed building some simple pedagogical tools based on realistic figures collected through that could be used managers associations, cooperatives, producer organizations to better understand functioning ITEs schemes.
