摘要: In 2002, the National Highway Traffic Safety Administration (NHTSA) undertook a new approach that focused strategically on reducing alcohol-related crashes, injuries, and deaths in States with especially high numbers or rates of fatalities. The agency identified 13 to participate Strategic Evaluation (SES) initiative: Alaska, Arizona, California, Florida, Georgia, Louisiana, Mississippi, Montana, New Mexico, Ohio, Pennsylvania, Texas, West Virginia. 2005, NHTSA invited Missouri South Carolina join program bringing total number participating 15. These 15 accounted for more than half fatalities United States. Four common threads surfaced SES successful sustained impaired driving enforcement programs: 1. High-visibility, multi-agency operations monthly basis year round focus areas 65% alcohol fatality problem; 2. Charismatic leadership secured commitments from law agencies provided clear guidance direction Driving While Intoxicated (DWI) program; 3. Law training; 4.
