Directly eroding tobacco industry power as a tobacco control strategy: lessons for New Zealand?

摘要: AIMS To examine some recent examples of tobacco control policies used elsewhere that seek to directly erode industry power, and consider the relevance these New Zealand. METHODS A literature search was supplemented with six key informant interviews, World Health Organization (WHO) officials, Canadian officials advocates. RESULTS The Provincial Government British Columbia (BC) from 1997 2001 had an explicit objective 'denormalising' industry. Legal action started against recover healthcare costs. has been involved in defending its comprehensive legislation court since 1988. both Canada overall at province level (BC), have temporally associated significant declines smoking prevalence. Since 1998, WHO conducted a series inquiries into influence within WHO, regional national levels. Its research publishing focus on supported creation Framework Convention Tobacco Control, which sections potential assist governments strengthening strategies power. limitations such strategies, uncertainties using approaches Zealand context, suggests need for careful planning ongoing evaluation. CONCLUSIONS Recent experience (in several jurisdictions organisations) power may contribute effectiveness programmes. Some lessons could be incorporated Zealand's tobacco-control strategy.
