摘要: In emerging structures of local governance the institutions elected government have potential to fulfil three complementary roles: those democracy, public policy making and direct service delivery. Although ICTs (information communication technologies) could effectively develop all roles there is a systemic bias which favours delivery applications ignores others. This can be explained by reference network actors who determine ICT in relative isolation from other networks active at level. The ways this perpetuated are explored through case study UK government. implications for long-term future government, indeed administration, both severe profound. They suggest an over-emphasis upon performance measurement, decline democratic activity diminishing capacity among bodies effect broad initiatives.
