摘要: The paper highlights that performance assessments should account for non-linear dynamics of progress whereby an improvement at a higher level represents greater achievement than equal lower level. With this rationale, desirable properties assessment indicators are reviewed, and alternative level-sensitive indicator is discussed. Further, application in the context proportion births attended by skilled health personnel presented to draw attention towards dismal developing regions, particularly least developed countries from Sub-Saharan Africa South Asia. In concluding, we argue post-2015 goals setting resolve definitional operational inconsistencies associated with existing developmental targets indicators. Copyright © 2016 John Wiley & Sons, Ltd.
