Achieving the Millennium Development Goals: A measure of progress

摘要: This paper introduces a methodology that measures the effort made by countries in achieving Millennium Development Goals (MDGs). The compares rate of progress on MDG indicators period before and after adoption MDGs. We correct for two biases ignored previous methodologies: non-linearity change, appreciation. By correcting first, we recognise is not linear across time. As second bias, note natural constraints hinder from targets as they approach their upper or lower bound limits.
