History and prospect of voluntary agreements on industrial energy efficiency in Europe

摘要: Abstract Since 1991, several European countries have concluded voluntary agreements on energy efficiency with industry. This paper assess whether such can continue to stimulate in industry the next decade. To this end, it analyses existing from three angles: their context understand motivations start and (dis)continue agreements; design how they differ other policy instruments effective are lifting barriers; results generate savings. As part of analysis, history Europe is described. The analysis reveals that EU members a long tradition will likely maintain approach. They integrate new requirements agreements, rather than replacing by legislation. Despite an interest for instrument Central Eastern Europe, its diffusion might be limited due lack mutual trust between government attractive incentives. In Western local emerge putting emphasis supporting implementation saving measures via knowledge sharing networks.
