摘要: Cost–benefit analysis (CBA) plays a major role in the ex ante evaluation of rail projects many western countries. At first sight carrying out CBA for seems straightforward, since cost estimates are almost always available, and most dominant benefits generally known, being travel time saved increase consumer surplus due to induced demand. However, practice is much more complex: quality current costs often poor several benefits-related aspects ignored. This article gives an overview challenges improving CBAs projects.
