摘要: Introduction Guinea is a country with critical deficit and maldistribution of healthcare workers along high risk epidemics9 occurrence. However, actors in the health sector have missed opportunities for more than decade to attract political attention. This article aims explain why this situation exists what were roles agenda-setting process post-Ebola system strengthening programme. It also assesses threats programme9s sustainability. Methods We used Kingdon’s methodological framework promptly focused on reform after Ebola outbreak. conducted qualitative explanatory study using literature review key informant interviews.
