摘要: Introduction Guinea is a country with critical deficit and maldistribution of healthcare workers along high risk epidemics9 occurrence. However, actors in the health sector have missed opportunities for more than decade to attract political attention. This article aims explain why this situation exists what were roles agenda-setting process post-Ebola system strengthening programme. It also assesses threats programme9s sustainability. Methods We used Kingdon’s methodological framework promptly focused on reform after Ebola outbreak. conducted qualitative explanatory study using literature review key informant interviews. Results found that, problem stream, epidemic caused considerable fear among national as well international actors, social crisis an economic failure. was entertained by communities’ suspicion 9Ebola-business9. In response these problems, policy identified three sets solutions: temporary external funds generated response; availability experienced control team; overproduction graduates labour market. that politics agenda dominated two major factors: global security financial interests actors. Although opening window has improved human resources, finance logistics, infrastructures pillars system, it, however, disproportionally focuses preparedness response. neglects patients’ affordability essential services.
