METHODS Newly were recruited from six cities Province May 2018 June 2019. was defined as an initial CD4 count <200 cells/µL or AIDS-defining event within one month diagnosis. Data a questionnaire national surveillance system used potential AHD. RESULTS total 400 997 having 40.1%. After adjusting statistically significant variables univariate analysis, multivariable logistic regressions showed that individuals aged 30 39 years (adjusted odds ratio (aOR) = 1.77, 95% confidence interval (CI): 1.13 2.79) ≥50 years (aOR = 1.98, CI: 1.15 3.43) at higher risk than those 18 29 years. Participants voluntary counselling testing (VCT) clinics less likely have (aOR = 0.67, 0.48 0.94) medical facilities. who had ever considered (aOR = 0.66, 0.45 0.98) social support (aOR = 0.73, 0.55 0.97) lower AHD, whereas participants HIV-related symptoms year before diagnosis (aOR = 2.09, 1.58 2.77). The most frequent reason active "feeling sick" (42.4%, 255/601), main never considering "never thinking getting HIV" (74.0%, 542/732). CONCLUSIONS Low-risk perception lack awareness resulted especially elderly, facilities low support. Strengthening education training programmes scale up through provider-initiated VCT could facilitate early
