摘要: Abstract Problems in agriculture and land use are increasingly recognised as complex, uncertain, operating at multiple levels (field to global value chains) involving social, economic, institutional, technological change. This has implications for how projects navigate complexity achieve impact. However, few studies have systematically evaluated project actors engage with other configure capabilities resources across agricultural innovation systems (AIS), from the individual network, mobilise build systemic capacity. An analytical framework conceptualising nested configuration of AIS is applied two that successfully tackled management problems differing complexity: (i) improving lamb survival; (ii) sustainable New Zealand. Findings indicate capacity constitutes interacting different order leverage positive path dependencies break created by existing historical capability configurations. Project also balance exploiting capabilities, well using adaptive exploring creating new configurations respond emerging circumstances. implies should strategic ambidexterity terms they combine networks access, combine, create, or disconnect certain address ‘capability voids’ AIS. requires support constantly scrutinise, through reflexive monitoring dedicated facilitators, specific policies connected major development models (e.g. climate smart agriculture, urban farming, farming). The can help assess whether provides right mix this adequately supported policy, realize transformative policy objectives.
