Redefinition of Cost-Benefit Efficiency of Land-Use Projects: Focusing on Environmental Cost

摘要: The cost-benefit efficiency of projects is often wrongly evaluated due to the neglect projects’ impact on environment. In this paper, we aim establish a model measure such an and hence propose more reasonable approach evaluating projects. We divide total cost certain project into two parts: Business Cost (BC) Environmental (EC). BC explicit that can be approached from financial statements, while EC implicit which try quantify. composed three (1) Ecosystem Service Value (ESV), (2) Restoration (RC) treat pollution caused by projects, (3) Disaster (DC), potential losses disasters launch new order make analysis, introduce profitability index, further developed adjusted index taking time value consideration. Two case studies are conducted evaluate effectiveness model. A regional coal-mining proves RC DC play significant role in nationwide high-speed rail shows scale matters. Additionally, put our attention intensity project, created measurement characterize project. Based study intensity, mechanism break-even explained some suggestions proposed policy makers.
