摘要: AbstractThis paper discusses disaster resilience in the context of risk reduction. It focuses on how Nepali state, through reduction and strategies, is reinventing ‘diversity’ question Nepal. Disaster management are being used to create a specific form national identity that paradoxically both segregates excludes ethnic traditional communities variety strategies paternalism inclusivity. The emerging state-led use exploiting capturing indigenous ‘traditional knowledge’ part government’s strategy. This sanctioned by multilateral bodies, which further legitimates subtle practices exclusion monitoring. has wider implications for contested narratives democracy federalism.
