A population needs-based approach to health-care resource allocation and planning in Ontario: a link between policy goals and practice?

摘要: This paper presents a way of planning and allocating health-care resources in Ontario, based on population health needs. It is argued that this approach consistent not only with the principles Canada Health Act but also vision for Ontario. The reviews various direct indirect indicators need care, concluding our present state knowledge allows use SMR (indicating premature mortality) application needs-based which itself uncontaminated by existing service availabilities distributions hence avoids perpetuating any inequalities.
