摘要: In former socialist countries, urban districts having the lowest building and insulation quality highest district heat consumption overlap with low-income older households, creating a problem of energy poverty significant barrier to renovation multi-flat buildings. Thus, main challenge centers on fuel in an aging society. This paper analyzes barriers buildings assesses policies measures promote terms overcoming these countries which are currently EU Member States.
