Nepalese Budgetary Dynamics: Following Incrementalism or Punctuated Equilibrium?

摘要: Government budget appropriation patterns are mainly explained by theories of incrementalism and punctuated equilibrium. Consistent with these theories, this study empirically analysed Nepalese budgetary time series data from 1990 to 2017 concluded that the pattern is characterized several fluctuations policy changes not limited incremental changes. In addition considering hypotheses regarding change equilibrium, three additional based on adjustment assumptions derived evaluated: parallel, sequential, complementary punctuation. Extending such explain process contributes introducing punctuation typologies enrich equilibrium theory.
