摘要: This paper explores institutional responses from Regional Fisheries Bodies (RFBs) to climate change. management is highly dependent on the stability or predictability of targeted fish populations. Oceanic changes occurring as a result change will see continuing and potentially irreversible deviations conditions fisheries past. These present challenges at all scales – local international relating food security, sustainability, ecological integrity. Areas measurably warmer ocean, ‘hotspots’, are very clear indicator direct effects. RFBs with hotspots in their areas competence were chosen for this study. Three levels engagement developed: Awareness change; Learning about Action taken by institutions. While 94% institutions demonstrated awareness 82% learning change, only 41% some form action; these mainly procedural administrative. Only two considered made explicit statements incorporating into future fishing plans. The inference that largely practising business-as-usual, implication many exploited populations face additional survival pressure sea around them alters.
