摘要: The purpose of this thesis is to investigate the differences across decentralised local governments in Philippines, considering gaps between them terms achievements after two decades decentralisation practice.In first part thesis, preceding literatures on are carefully reviewed, and arguments with different theoretical roots covered. Based implications obtained from review, defines its own analytical framework. First, it identifies expected outcomes reform, namely, improvement service delivery enhancement participation, which commonly recognised as goals by authors approaches also intended reform Philippines. Second, employs perspectives ?soft?-oriented organisational change theories, including empowerment given analysis that much portion critical views discusses practical drawbacks rather than ones, particularly ?mechanistic? introduction reform.
