摘要: Participatory responses to natural disasters are currently considered be the primary tool for disaster risk reduction. However, implementation of this in post-communist Central European countries is constrained by strong position central government and a weakened civil society as heritage former communist governments. This study analyses documentary sources reconstruct social five disastrous flash flood events (1897, 1907, 1925, 1926 1927) northern Bohemia, Czech Republic. The reconstruction has revealed their complexity component participatory approach. analysis shows that certain historical measures approaches recovery from floods can useful re-establishing reinforcing patterns transition terms strategies
