摘要: This paper documents a transformation of EU water policy from standard-based approach towards more diverse combining ecological, economic and social elements with an emphasis on institutional participatory aspects. is marked in new Water Framework Directive. Analysis supported by theoretical discussion different approaches to sustainability recognition the deadlock ecological limit vs. efficiency dichotomy. While originating works economics emphasising processes, justice collective decisions seems break this impasse, it not without its own conceptual problems.
