摘要: A wide range of goals and objectives have to be taken into account in natural resources management. Defining these operational terms, including dimensions such as sustainability, productivity, equity, is by no means easy, especially if they must capture the diversity community stakeholder values. This true coastal zone where land activities affect regional marine ecosystems. In this study, aim was firstly identify hierarchically organise for systems, defined local stakeholders. Two case study areas are used within Great Barrier Reef region being Mackay Bowen–Burdekin. Secondly, similarities between results thus develop a generic set starting point other communities. Results show that overarching high-level nested sub-goals contain more detailed objectives. The environmental, governance, socio-economic suggest regionally specific can developed based on goals. prominence governance reflects perceptions current management not achieving outcomes feel important there need increased engagement co-management. More importantly, it raises question how make issues relevant entice participation public achieve sustainable social, economic outcomes.
