摘要: The release of the Final Report Lyons Inquiry into Local Government in England, entitled Place-shaping: A shared ambition for future local government (Lyons Government) was a significant milestone debate on reform. Place-shaping is sophisticated piece rhetoric and policy making can be seen to have relevance far beyond its own jurisdiction. This paper traces theoretical antecedents alongside developments England. Despite broad appeal, we argue that problems familiar such as rent-seeking cost shifting will heightened rather than resolved with any take-up place-shaping agenda.
