摘要: Nuclear power is undergoing a revival in number of countries both developed and developing world, increasingly presented as solution to the problems climate change energy security. This paper analyses history debates on nuclear France, UK Finland, all which are process either planning or building new plants. The traces since early post-War years, distinguishing five distinct phases development, from period enthusiasm, through emergence doubt risk 70s 80s, recent 'nuclear renaissance'. Emphasis analysis placed issue framings, argumentative strategies, role independent expertise, public opinion degree openness decision-making.
