Multi-layered foresight: Lessons from regional foresight in Chile

摘要: Abstract The design, management and evaluation of foresight is challenging firstly due to the vast diversity practices secondly its embeddedness in context other policy processes. To help overcome these challenges we look at contributions from multiple perspectives a systemic way propose concept multi-layered foresight, which analyses knowledge, relations capabilities on four layers: landscape, system, organisation individual. We construct layers building earlier literature illustrate them with case example region Antofagasta Chile. argue that exercises benefit considering levels respective different emphases analysis. For instance, landscape layer focus tends be knowledge while organisational it more capabilities. position exercise effects relation broader context. Thus, expect support foresight.
