摘要: This paper attempts to evaluate the effectiveness of Bolivia's labor market institutions, particularly Plan Nacional de Empleo Emergencia (PLANE). It is found that unemployment as conventionally defined may not be most important problem in market, non-salaried always an alternative. While un- employment durations and scarring consequences are relatively low, regulations programs do help increase size formal apparently a result rigid markets policies based mainly on temporary programs. Such programs, however, have helped smooth consumption. Given country's high level infor- mality, protection second best active specifically designed productivity/employability vulnerable populations.
