摘要: Abstract The focus of this study is public participation in the water resource and associated hazards management decision-making processes. It explores importance, feasibility, effectiveness flood management, process, with particular attention to case Red River Basin Manitoba, Canada. nature efficacy hearings conducted by International Joint Commission (IJC) aftermath 1997 are critically reviewed. results analysis suggest that IJC has been more sensitive views concerned stakeholders than Task Force. incorporated a substantial portion opinions, suggestions, concerns expressed into final recommendations produced commission for Canadian American federal governments. Public was an integral component hearings, expected contribute preparedness future. reasons such accommodation stakeholders’ primarily attributed making proposed projects programs socio-economically politically feasible. Because their general characteristics, lessons from could be used as effective tool other environmental hazard areas.
