摘要: The report shows that there is good evidence conditional cash transfers (CCTs) have improved the lives of poor people. Transfers generally been well targeted to households, raised consumption levels, and reduced poverty, by a substantial amount in some countries. Offsetting adjustments could blunted impact transfers, such as reductions labor market participation beneficiaries, relatively modest. Moreover, CCT programs often provided an entry point reforming badly subsidies upgrading quality safety nets. thus argues CCTs effective way redistribute income poor, while recognizing even best-designed best-managed program cannot fulfill all needs comprehensive social protection system. therefore need be complemented with other interventions, workfare or employment pensions. also considers rationale for conditioning on use specific health education services beneficiaries.
