摘要: Chinese scientists and decision makers are, like their counterparts elsewhere in the world, highly interested analysing quality of country’s academic technological achievements. Twenty five years ago research activities understood world’s scientific largely through journals consulted libraries. China were mainly conducted within nation’s borders. They themselves published few papers international journals. Meanwhile, number publications, as covered by SCI, has increased spectacularly: it rose from about 8,000 year 1990 to nearly 40,000 2002. What is explanation for this extraordinary growth? The fundamentals accomplishment are be found major socio-economic development stimulating role government’s ST one used internal purposes, where locally developed databases play an important role. Examples comparisons rankings based on local given, shown how these different ISI’s databases. soon recognized that simple quantitative evaluations focussing numbers stimulate growth but have little effect research. Hence new approaches regulations evaluation nowadays being introduced.
