摘要: Marine spatial allocation has become, in recent decades, a political flashpoint, fuelled by power struggles, as well the continuously increasing demand for marine space both traditional and emerging uses. To effectively address this issue, we develop decision-making procedure, that facilitates distribution of disputed areas specific size among heterogeneous players transparent ethical way, while considering coalitional formations through coexistence. do this, model players' alternative strategies payoffs within cooperative game-theoretic framework. Depending on whether transferable utility (TU) or non-transferable (NTU) is more appropriate assumption, illustrate use TU Shapley value Lejano's fixed point NTU to solve ideal allocations. The applicability effectiveness process been tested case study area, Dogger Bank Special Area Conservation North Sea, which involves three totally partially conflicting activities, i.e. fishing, nature conservation wind farm development. findings demonstrate capable providing unique, fair equitable division Finally, two solution concepts proposed manages better heterogeneity thus provide socially acceptable favours weaker player, demonstrating importance monetary valuation attributed each area.
