Productivity development of Norwegian electricity distribution utilities

摘要: When regulating electricity distribution utilities, estimates of the past productivity improvement performance are very important for future requirements. A piecewise linear frontier technology, reflecting observed best practice, accommodating multi-output nature utilities is specified. Malmquist index and its components, shift in technology change efficiency, have been calculated period 1983 to 1989. The main results a positive growth averaging nearly 2% per year, that this mainly due shift. Outliers scrutinised, but do not influence non-outliers.
