Deregulation of electricity markets—The Norwegian experience

摘要: In this paper, we describe the approach to, and experience of, deregulation liberalisation of Norwegian electricity sector from 1991. The market was subsequently integrated with Swedish, Finnish Danish markets to become Nordic market: first common, integrated, intercountry electric power in world. We discuss background reform, analytical legal foundations for chosen regulatory design. find that has performed well terms economic efficiency functionality, even when exposed severe supply shocks because water shortages a system relies heavily on hydropower. However, also identify issues challenges must be addressed improve performance its system.
