摘要: In democratic theory and practice, it has become a popular view that designed deliberative mini‐publics can effectively counteract failures of representative institutions. But when should be deployed, how they designed? This article develops framework for thinking about these questions. It argues institutions ensure the empowerment inclusions, enable formation collective agendas wills, are capable translating those into binding decisions, used sparingly as complementary initiatives; less able to serve functions, more gain independence standing correct problems. The shows this operationalised in light two key institutional design issues – coupling authority discusses some empirical examples foreground leverage offered by suggested framework.
