摘要: This paper contends that external actors do not have well-integrated and strategically coherent policies for dealing with the implementation of peace agreements. There is an obvious tension, example, between neo-liberal agenda international financial institutions reducing direct economic welfare roles state absence satisfactory alternatives in safety netting populations dire need a system. Concrete reconstruction measures tangible results are preferred to ‘soft’, long-term civil society programmes hold promise transforming societies through social development based on local ownership rehabilitation process. A distinction can be drawn engineering promotes change civil, political demographic structures designed fulfil agendas quick exit, emphasises longer term way power relationships expressed. The suggests alternative orthodox paradigm promote transparency accountability (a) assistance wartorn (b) generation society.
