摘要: A workshop of over 100 participants, balanced between fisheries management and biodiversity conservation backgrounds, reviewed synthesised experiences regarding policy institutional frameworks for use MPAs in the contexts biological diversity. The concluded that although managers agencies may give differing sometimes opposing weights to many objectives could be set MPAs, only 25% 30% were considered potential sources conflict. segregate activities space contribute resolving all but one conflicts associated with desired ecological outcomes. Conflicts social or economic improved, made worse, not affected by depending on how developed managed. Seven features planning processes six governance identified help find broadly supported solutions did occur. Once established, MPA should inclusive participatory, as well continuously learning adaptive. Approaches ensure had those properties identified, including twelve specific mechanisms available managers. On basis these conclusions about objectives, planning, management, a general framework both was developed. Its ten characteristics steps necessary progress identified. We discuss special challenges establishing managing high seas deserve further attention include information-sharing, coordination defining jurisdictions stake-holding.
