Understanding Challenges of Performance Measurement in a Public University: Evidence from Sudan

摘要: This paper aims to understand the challenges of performance measurement implementation in higher educationsector Sudan. A qualitative case study approach is used this which 23 semi-structured interviewswith both internal and external administrators directors were conducted. Documentary materials andobservations are also employed support data generated from interviews. The findings reveal thatseveral practices University adopted a ceremonial way, drivenby pressure. An absence clear strategies plans translate its mission vision into workableprogrammes, resistance changes an already established system administration, insufficientgovernmental funding, lack competent personnel field quality self-evaluation themajor University. Hence, management Universityshould work more closely with concerned governmental authorities control overcome these challengesfor successful systems.
