摘要: Abstract Malaysia is the world′s second largest producer of palm oil and generates surplus biomass waste that can be used for bioenergy development. aims to diversify its energy portfolio by investing into renewable mostly reduce reliance on fossil fuels. This paper captures synergetic conflicting interests key stakeholders, who play an important role in shaping regulatory business environment Malaysia′s sector. Particularly, this research analyses perceptions three stakeholder groups (government agencies, industry players, non-governmental organisations) regarding palm-based biofuel utilisation combining Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis with Analytical Hierarchy Process (AHP) framework. Overall, results show a greater sense optimism among development Malaysia, compared first generation palm-oil based biodiesel. We discuss findings light on-going debates policy processes, highlighting some issues need addressed order meet oil-palm related targets set Malaysia’s ambitious plan.
