COMMUNITY RESPONSE TO AQUIFER DEVELOPMENT: DISTINCT PATTERNS IN INDIA'S ALLUVIAL AND HARD ROCK AQUIFER AREAS

摘要: The boom that India has experienced in groundwater irrigation is only weakly related to the availability of resources, long-term recharge rates and even surface canal infrastructure. Dependence on increased rich alluvial aquifers with ample storage as well poor hard rock limited storage. socio-economic environmental impacts over-exploitation are also equally pervasive. This paper shows some, though not all, responses over-development from farming communities different ‘thick’ aquifer areas ‘thin’ areas. In former, users fail comprehend their interdependence, consequently, behave like an ‘aquifer community’ sharing a resource. As individual users, they engage competitive deepening boreholes chase declining water levels. arid areas, there no sign trying either supply- or demand-side initiatives make use sustainable. contrast, many seeing spontaneous farmers, communities, NGOs other players cope counter depletion, mostly by group efforts increase recharge, but less so making enforcing rules limit withdrawals. RESUME Le que l'Inde connu dans l'irrigation partir des eaux souterraines n'est faiblement lie la disponibilite de ces ressources, ni son taux long terme, meme presence d'infrastructure canaux surface. La dependance aux augmente aussi bien les regions d'aquiferes alluviaux forte capacite stockage celles socle faible capacite. Dans deux cas, socio-economiques et environnementaux surexploitation sont omnipresents. Ce papier montre reponses nappes par communautes d'agriculteurs peuvent differer selon aquiferes ou socle. le premier usagers ne parviennent generalement pas concevoir leur interdependance, consequent, se comporter comme une « communaute d'aquifere » partageant une ressource limitee.
